Acquisition Subject Matter Expert

Voigt Peters Dumouchelle is a rapidly growing consulting firm that provides Program, Acquisition, and Facilities Management services to both the Federal Government and commercial clients. We are seeking an Acquisition Subject Matter Expert (SME) to support the Joint Base Langley-Eustis (JBLE) in Hampton, VA. This position requires operational contracting experience and basic knowledge of construction contracting.

Position Description:

The qualified individual and must possess the demonstrated experience and thorough understanding of applicable contracting regulations and procedures. The Acquisition SME is responsible for providing all facets of the acquisition life cycle (“cradle-to-grave) which includes pre-award, post-award and policy functions.

Responsibilities Include:
  • Planning the procurement action
  • Determining the type of contract that best meets the requirement
  • Selecting solicitation and contract terms and conditions
  • Determining sources to be solicited and conducting market research
  • Assessing/determining and documenting price fair and reasonableness or best value determinations
  • Reviewing and critiquing contract files prior to solicitation and award
  • Evaluating proposals
  • Conducting price/cost analysis
  • Recommending and preparing awards
  • Monitoring contract performance documentation
  • Preparing negotiations
  • Preparing contract modifications
  • Performing close-out from preparation through completion
  • Performing post-award follow-ups
  • Drafting any related acquisition documentation such as Statement of Objective (SOO), Performance Work Statement (PWS), Performance Based Acquisition (PBA) requirements, Source Selection Plans (including evaluation criteria), Acquisition Plan, Business Clearance Memorandums, and any needed acquisition written documentation, including development of special clauses as necessary relating to such matters.
  • Providing assistance to requiring activities, CO’s, and Contract Specialists with any acquisition requirement, but not limited to: research, researching files, providing recommendations for acquisition business process improvement, and development and presentation of formal acquisition training and/or informal just-in-time (JIT) training modules, specifically tailored for context and audience. Determining the type of contract that best meets the requirement  
Qualifications:
  • Knowledge of acquisition methods and administration, contracting laws, practices, principles, and policies relating to price/cost analysis, negotiations, subcontracts, terminations, pricing, and other strategies and techniques utilized by the Federal Government and/or private sector.
  • Knowledge of performance-based service contracting concepts, DOD source selection procedures, strategies and governing rules and regulations.
  • Comprehensive knowledge of acquisition alternatives (e.g., General Service Administration (GSA) Schedules, Government-wide Acquisition Contracts (GWACs), Full & Open Competition) and experience with acquisitions in a Federal environment.
  • Ability to communicate orally and in writing, to gather information, report findings, make recommendations, and gain consensus among divergent opinions and objectives.
  • Ability to address complex procurement related matters and recommend solutions to acquisition challenges.
  • Ability to provide advice and guidance on procurement related matters and training related to that information.
  • Ability to draft and/or revise policy manuals and other related documents and implement quality control processes to insure accuracy and consistency of deliverables.
  • Ability to independently complete difficult and complex assignments; and simultaneously manage, coordinate and pursue multiple, complex projects and activities
  • Demonstrated experience and/or technical education in Microsoft Office.  Proficiency in Microsoft Word, Microsoft Excel and Microsoft PowerPoint is required. 
  • Capable of using the Standard Procurement System, Wide Area Work Flow, and the internet. 
  • Excellent oral and written communication skills. Strong briefing and organizational skills.
Requirements:
  • Minimum of fifteen (15) years of experience in pre-award, award, and post-award functions in contracting
  • U.S. Citizenship required
  • BS/BA Degree in related field preferred
  • Demonstrated experience addressing complex procurement related matters
  • Level IIl Acquisition Professional Development Program (APDP) / Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification or the commercial equivalent courses required for this certification (found on the Defense Acquisition University Website at http://icatalog.dau.mil/student_info_H.asp)
  • Clearance: Must be able to successfully past a Government background investigation (NACI)
