Lead Consultant – Program Analyst

​VPD Government Solutions is a rapidly growing company that provides Program, Acquisition, and Facilities Management services to Federal Government clients. We are seeking an experienced Lead Consultant – Program Analyst to join our team supporting a DHS Level I Agile software development program for our client at the Department of Homeland Security (DHS) in Washington, DC. Our ideal candidate is a self-starter/solution seeker with exceptional planning and consulting skills who is eager to grow within this position and take on leadership responsibilities within VPD.
  
Position Description: 

The Lead Consultant – Program Analyst will work directly with the DHS client’s program and project managers and other on-site contractor staff to help with the analysis, planning, monitoring and reporting to support the delivery and coordination of the of a large-scale Agile development program.  The three key areas of responsibility include: business analysis, Agile portfolio and project management, and program analysis and reporting support. This individual has the potential to become the on-site manager for VPD’s project support staff within 6-12 months.

Responsibilities include:
  • Gain and utilize a thorough understanding of client’s business to better provide guidance, support, and oversight support of the Agile software development project. Recommend solutions, determine the critical path activities, timelines and schedules for the creation of  project plans.

  • Assist with monitoring performance and delivery oversight of software development activities including working with government Product & Project Managers to prioritize requirements and delivery timelines, using JIRA or another similar Agile lifecycle management tools.

  • Provide hands-on support for project initiatives by providing drafting, review, and editing of program level documentation; responding to short suspense dates and program priorities in a professional, confident, and flexible manner.

  • Coordinate program-level responses to assignments, data requests, and inquiries, and manage client deliverables and actions.

  • Provide program, project, risk, quality and communications management to support the client project, and ensure timely and accurate reporting.
 
 Qualifications:​
  • Bachelor’s Degree is required; Master’s degree is preferred.
  • 8-10 years of relevant experience; ideally experience would include supporting DHS Level I programs, or other large-scale federal programs/organizations.
  • PMP or other project management certification preferred.
  • Advanced analytical, problem-solving skills and planning skills.
  • Ability to quickly learn and apply comprehensive knowledge across key tasks and high impact assignments.
  • Familiarity with supporting large-scale DHS or government programs.
  • Demonstrated experience with adapting and thinking creatively.
  • Must possess excellent written, verbal, and interpersonal communication skills in order to build productive and trusting relationships with internal and external clients and business partners.
  • Ability to demonstrate and apply highly developed technical, analytical, and interpersonal skills to respond to complex tasks in a fast-paced, diverse, and dynamic environment.
  • Experience with supporting multiple complex work assignments which are broad in nature, requiring originality and innovation in determining how to accomplish tasks.
  • Proficiency in Microsoft Office Suite, with strong skills in PowerPoint and Excel
  • Proficiency in Microsoft Visio and SharePoint
  • Ability to obtain DHS Suitability Clearance
  • U.S. Citizenship is required
