Richard Smith - Director of Acquisition Operations
Richard Smith possesses over 38 years of specialized experience in acquisition and contract, human resource, and project resource management. Before joining VPD, Richard provided acquisition consulting and training services for multiple civilian agencies and federal government contractors. He has a proven background in providing technical and purchasing evaluations, as well as leveraging cost and client need to determine the best value bids and proposals for commercial and federal government programs. Richard excels in the role of contracting officer, providing cradle-to-grave acquisition, project, asset, financial, marketing, infrastructure, and supply chain management. Further, Richard has experience in Customer Relationship Management (CRM), program budgeting, hardware and software configuration management, and all facets of Human Resource Management Analysis. His goal with every client is to create quality relationships and implement plans that ensure required materials and services are provided to meet their needs.
Richard currently serves as a facilitator/trainer for Defense Acquisition University (DAU) DAWIA, Federal Acquisition Institute (FAI) FAC-C, FAC-COR courses and is an Adjunct Professor at Bowie State University’s School of Management, Marketing and Public Administration, the University of Maryland’s School of Business and Management, and Webster University’s School of Business.
Richard leads VPD’s company-wide professional develop efforts under its Community of Practice (CoP) for the acquisition teams and provides advice & counsel to project mangers on various acquisition issues. This also includes outreach activities to Institutions of Higher Education (IHEs), specifically Historically Black Colleges & Universities (HBCUs) and HBCU advocacy organizations such as the National HBCU Alumni Associations Foundation (NHBCUAAF), The Thurgood Marshall College Fund (TMCF) and The United Negro College Fund (UNC-F) on issues that align with the mission, goals and objectives of VPD.
Richard holds a Bachelor of Arts in Political Science and Public Administration from North Carolina Central University, and a Master of Arts in Public Administration and Program Management from the University of Maryland at College Park. He holds numerous awards and certifications in the contract and project management disciplines.
