VPD provides acquisition support services to the Department of Homeland Security (DHS) Federal Protective Service (FPS), supporting various aspects of the acquisition process. Our comprehensive acquisition lifecycle services include conducting market research, cost estimating, requirements development, alternatives of analyses, and other acquisition-related activities. In addition, VPD provides analytical program support via planning, facilitating and supporting complex methodology development and evaluation, business process re-engineering, identifying best practices, change management, business process techniques, and organizational development.
Our acquisition professionals are responsible for the development and management of FPS’ Master Procurement Plan (MPP), including the development, implementation and maintenance of an accessible, organized repository of associated MPP information. VPD assists FPS in the development of requirement documents, (e.g., analysis of alternatives, determinations and findings, memorandums to the file, justifications, etc.).
VPD also supports FPS with acquisition strategy, acquisition planning, market research, category management, and strategic sourcing. Further, VPD provides recommendations and programmatic advice regarding the application of acquisition laws and regulations that impact FPS program offices and business processes. This includes strategic identification of opportunities to improve compliance with DHS and Federal requirements within project management and business process improvements and potential business process reengineering that aligns the recommendations with government and industry best practices.
