VPD provides contract specialist support to the U.S. Department of the Interior (DOI) National Park Service (NPS). VPD’s contract specialists provide acquisition and contracting support for supplies, services, design and construction projects located at NPS sites in the Northeast region (NER). Our approach includes the management over the entirety of Acquisition Lifecycle activities to include solicitation, pre-award, award, post-award, and close out.
Solicitation – Our team prepares pre-solicitation documentation for approval by the Contracting Officer, posts advertisements on www.bet.SAM, prepares solicitations, Requests for Proposals/Quotes and amendments, and reviews proposals and quotes for responsiveness.
Pre-Award – There are several integral activities involved in pre-award phase. VPD coordinates technical evaluation panels, participates in and assists the CO in all legally permissible source selection activities and best value tradeoff evaluations, prepares for and participates in negotiations, performs cost and/or price analyses, documents source selection activities, and provides recommendations of fair and reasonable pricing for CO review and consideration in their determination.
Award – We process contract awards for government CO signature and prepare and distribute award packages and announcements using the PRISM contract writing system.
Post Award – Our acquisition professionals are well adept at post award activities. These include maintaining official contract files, reviewing payroll reports against DOL wage determinations, issuing general correspondence and memoranda, addressing general contract administration questions, processing modifications ordered by the CO, obtaining and evaluating contractor proposals, participating in and documenting negotiations, and preparing modifications with supporting documents for signature by the government CO.
