Jeffrey R. Voigt - President
Jeffrey Voigt is an experienced Program Manager, Leader, and Acquisition Professional having managed numerous federal government and military acquisition programs over the last two decades. After graduating from the United States Military Academy (West Point), Jeff spent more than twenty years as an Army Infantry and Acquisition Officer during which time he led soldiers and civilians in peacetime and military operations. He developed extensive experience and knowledge of the federal acquisition process through his management of major U.S. Army programs that developed and deployed weapon systems such as the Abrams Tank and Bradley Fighting Vehicle. Before retiring from the Army, Jeff directed the Pentagon’s effort to acquire, deliver, and install armor kits for the vehicle fleets deployed to Iraq and Afghanistan. Due to the complexity, criticality and high visibility of this effort, Jeff regularly briefed Congressional, DoD, and Army leadership regarding the procurement strategy and its implementation. Jeff seeks to combine his deep technical background in federal acquisition with his team-centric leadership approach to develop innovative solutions to multi-faceted client challenges in the federal workspace.
Mr. Voigt has applied his expertise in project management and federal acquisition to provide strategic and management support for cutting-edge government projects such as the FAA’s $25B NextGen program to modernize national airspace and the Defense Finance and Accounting Service’s complex transition of 600 personnel and associated IT systems back under direct government control. Additionally, Jeff has supported projects at the National Science Foundation, DHS Customs and Border Protection, and the Department of Commerce. Jeff is a founding partner of VPD Government Solutions, which was established in 2011. In addition to his extensive project management experience, he has served as an adjunct professor teaching Project Management and other business courses at the graduate and undergraduate level.
Mr. Voigt holds a Bachelors of Science (BS) in History from the U.S. Military Academy (West Point), and a Masters of Science (MS) in Systems Engineering from the University of Central Florida. Jeff is a certified DAWIA Level III PM acquisition professional with extensive experience at the Project, Program, and Department levels. He is a certified Agile SCRUM Master and certified PMP® since 2005.
Tom Dumouchelle - Vice President
Mr. Dumouchelle is a seasoned Program and Project Management consultant and Trusted Advisor specializing in managing large government programs and initiatives. A certified PMP® since 2002 with over 25 years of experience in program and project management, software systems engineering, business integration and organizational leadership, Tom understands the challenges government programs offices when trying to implement change in the midst of fiscal, organizational and technical hurdles. He has led turn-around multimillion-dollar projects, optimized and salvaged IT investments, delivered measurable results, and enabled clients to achieve their objective and acknowledged success. Prior to joining VPD Government Solutions in January 2013, Tom was a client partner leading the company’s program and project management line of business at U.S. Citizenship and Immigration Services and various other Department of Homeland Security components. A skilled communicator and technology-to-business translator, Tom collaborates effectively with diverse stakeholders to keep projects on track.
Tom holds a Master of Science in Software Systems Engineering and a Certification in Information Engineering from George Mason University, and a Bachelor of Science in Electrical and Computer Engineering from The Virginia Military Institute.
Kirsten Spraker - Operations Director
Ms. Spraker is a natural leader with a proven track record for managing a wide range of programs and projects across several industry sectors and multi-national forums. After graduating from the U.S. Air Force Academy, Kirsten led as a front-line aviator where she developed a command of operational and mission-driven leadership and technical excellence. Kirsten is well versed in the management of critical resources and enforcement of organizational standards in time-sensitive and frequently ambiguous environments. Following her military service, Kirsten focused her leadership, energy, and mission-oriented drive on the international market and diplomatic missions in the Asian-Pacific region and West Africa.
Kirsten joined VPD Government Solutions in 2015 as a highly-adaptable management consultant, directly managing the development of complex technical requirements for more than $150M in border infrastructure modernization projects for U.S. Customs and Boarder Protection. With a strong aptitude for complex problem solving and team management, combined with her results-driven work ethic, she quickly earned the trust of clients and stakeholders alike, and paved the way for project success. As a member of the VPD Leadership Team, Kirsten leads VPD operations remotely from Warsaw, Poland where she is currently supporting a 3-year diplomatic mission.
Kirsten holds a Bachelor of Science in General Engineering from the U. S. Air Force Academy, and Masters in Business Administration with Specialization in Project Management from Norwich University. She is a certified PMP® and possesses commercial FAA pilot ratings for both fixed and rotorcraft.
