VPD supports the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Planning, Research, and Evaluation (OPRE) contracts and grants management operations with all programmatic aspects of the acquisition and grant lifecycles, including contract and grant administration.
We leverage our expertise in these domains to provide critical support to OPRE in addressing their highest priorities surrounding contract and grant management, acquisition and grant development, and associated activities. VPD works alongside OPRE across hundreds of contracts with associated research firms that provide critical research in a variety of areas, including family-based programs, behavioral health, economic independence, welfare and family services, education, and career services. Each of the programs we support presents unique challenges and opportunities, but all work towards the same goal of promoting robust, healthy families
The scope of these contracts is vast. Just in FY20, VPD served alongside federal staff to assist in the completion of project performance management for more than 120 contracts, 89 grants, 7 grant programs, 61 individual grantees, 3 cooperative agreements, and contract-funded center that support specific grant programs, all worth over a combined $160 million. VPD assisted the government in successfully reviewing and processing 170 invoices per month within 14 days, well below the 30-day requirement. This team also supports OPRE in maintaining their Management and Accounting of Project System (MAPS) database to track and manage acquisitions, grants, and contracts, and provides ongoing support and training related to the MAPS database.
VPD remains committed to supporting OPRE as they execute on their mission objectives. This includes monitoring grants ranging in dollar value from $25,000 to $1 million annually, serving as the direct grantee contact, executing tasks in GrantSolutions, and all grant monitoring.
We remain committed to assisting the Federal staff with the success of grants and contracts monitoring and analysis through a rigorous and defined technical approach. We also recognize the importance of stakeholder collaboration and engagement throughout the lifespan of grants and contracts. Depending on the contractor or grantee, these partners can include program staff, organizational leadership, state, tribal, or local government officials, grants specialists within the Office of Grants Management, or any other number of positions.
Additional support to OPRE’s grants management practice include drafting Notices of Funding Opportunities, facilitation of every stage of the grant review panels and discussions, and the drafting, coordinating, and processing of award documentation, post-award support, and closeout process support.
