VPD provides full lifecycle acquisition support to the Department of Commerce (DOC) Enterprise Services-Acquisition (ES-A). VPD provides innovative, data-driven services that enable the DOC to create the conditions for economic growth and opportunity in America. This includes day-to-day administrative support, data analysis and analytics for new and existing department-wide contracts, and system administration for DOC acquisition systems.
Specifically, VPD provides end-to-end acquisition and procurement processing support to ES-A, the cognizant contracting activity supporting the Office of the Secretary, the Office of the Inspector General and the eight designated bureaus without their own procurement activity. VPD provides cradle-to-grave contracting actions, including requirements analysis and development for simple and complex systems, and operational procurement support for the Office of the Secretary. VPD provides critical pre-award and post-award support to include solicitation preparation, contract preparation, evaluation and source selection support, and the development of standard operating procedures to help ES-A maintain seamless continuity of high-quality services and increase standards of performance and responsiveness to customers throughout the organization.
VPD, in conjunction with the DOC acquisition staff, processed nearly 4,500 actions and obligated over $560 million in FY21. The team performed all phases of the contract lifecycle. Each team member averaged approximately 100 procurement actions in the fiscal year, ranging from administrative modifications to seven-figure competitive acquisitions. Each team member supports multiple contracting officers, providing complete acquisition packages that need only review and signature.
As procurement specialists for the entire Department, VPD drives category management and strategic sourcing initiatives alongside the DOC acquisitions professionals, which has improved the speed and efficiency of DOC procurements by leveraging the Department’s buying power while ensuring procurements are conducted in accordance with all applicable federal and departmental regulations and directives, such as FAR and OMB requirements.
The team meets procurement administrative lead-times (PALT) requirements on approximately 95% of all actions. Our employees implement acquisition lifecycle best practices at the DOC by creating checklists and tracking tools to streamline reviews. We provide both strategic and tactical-level acquisition and project management support, including development of DOC acquisition management support, enterprise business strategy, program operations support, Undelivered Obligations (UDO)/Unliquidated Obligations (ULO) support, and Capital Planning and Investment Control (CPIC) to support strategically sourced initiatives. As acquisition changes are implemented and fiscal years close out, we work with DOC acquisition leadership to identify lessons learned that will allow better integration of customer requirements and achieve efficiencies in successive fiscal years.
Finally, VPD has supported procurement for the entirety of the DOC for all strategically sourced initiatives, which brought over $227 million in spend under management (SUM) in FY21. We also saved the DOC over $105 million in avoided costs and ongoing management of the department’s strategic sourcing with improvement and spend reduction goals in mind.
